The HOME STAR program is designed to incentivize the whole process of energy conservation by showing people the merits of it, instead of blindly asking them to reduce usage. The abrupt method would have limited on no effects whereas people who are convinced by a constructive logic and meaningful argument would stay convinced forever and even become advocates who bring in others who are likely to start supporting the cause.
